Concerned citizens from Washington and northwest Oregon are calling for Cowlitz County to reopen the SEPA process, because the project that Drax wants to build is different in many respects from the project Drax promoted in its SEPA application.

In early 2024, Drax submitted a draft Air Discharge Permit to the relevant clean air regulator, the Southwest Clean Air Agency (SWCAA), which is responsible for permitting in Cowlitz County.  Many of the details about the project were different in the air discharge permit request as compared to what Drax submitted for its SEPA ‘determination of non-significance’ from the county. Changes to the project included: total volume of truck traffic; amounts of hazardous air pollutants released; as well as sources of wood. Drax admitted admitting it would source whole trees to make pellets.

The members of CCAW are calling on SWCAA to carefully scrutinize Drax's application, because of the company's past record on air pollution, and because the proposed plant would likely worsen air quality in SW Washington.

Drax has paid big fines for air pollution in Mississippi, and tests from Drax plants in Louisiana also show high ongoing releases of hazardous pollutants and particulate matter.
